Awww. Poor lil kid, that's a pretty funny video. However, I checked out some more videos of justin bieber on YouTube and he has a video of himself in Germany talking to germans and reciting how to count to 10 in german. I'd say the Beibs is totally able to comprehend what "German is" it's just that he didn't understand what the person was saying.
