I don't see that as just a failure from the republicans, I see this as how badly Washington can be run when there's too much power in one party. Obama doesn't even seem to show any appreciation for bipartisanship.
It wasn't unconstitutional though, just should make Obama think twice about his crazy ass spending, which is probably what made no republicans vote for it.
