It's because they don't want to be lyrical on the verses, and than drop a simple hook, although its catchy, they don't care. IMO Being underground means "I simply don't give a fuck about catchyness". And I love that attitude, it turns me on.

I've heard a lot of mainstream rappers with garbage hooks to, so your not being fair there by only making underground rappers look bad.
