Yeah it's probably that, but you would think that if you moved to a Country where the majority speaks English that you'd expect to have to learn it. I wouldn't moved somewhere, for a better life or any reason, and be upset that I had to learn their language.
I understand what you mean though, and it does make sense.
Once again, they probably didn't know that. Education, remember? They just heard that Canada was a place of "freedom and opportunity", then learned of the harsh realities only after spending all their saved cash on a flight.
