Question about 3G from a Noob

You would be capped at 2GB for the entire month, not just for single files. The 250mb plan should be fine for surfing the web, but you'll most likely exceed that pretty fast if your downloading files/streaming videos. The same goes for playing multiplayer games over 3G, it would suck up data pretty damn fast. When I play online games on my phone I do it over a WI-fi connection.

Your speed shouldn't be effected by your data plan.

It doesn't have to do with speed. Every website you go to will use your data, and different things use more data than others. If you're streaming youtube videos and playing games online it might go quick, but if you're just browsing the web it's fine. 250ms isn't a lot at all tho.
