Russia has a much higher murder rate than the US. So do many 95%+ white ex-communist countries...see nationmaster.com. for a graph. Russia is an illustration that whites can be criminal at very high per-capita rates if the rule of law is not present and the legacy of Communism is still strong. That said, I don't think "Rushton's rule" is violated here...I have yet to see data indicating that the Chinese immigrants to Russia commit crimes at higher relative rates than the native Russians, though both may be high in absolute terms.

Is it in fact native Russians who are committing these crimes? Well, Interpol's data states that aliens are committing a very low fraction of the violent crimes (only about 2% of murders in 2002), so it seems as if native Russians are indeed committing these crimes. The murder stats are as follows:

Russia 2001, 144 million people, 33500 murders, aliens 1.7% of total
USA 2001, 285 million people, 16000 murders, alien fraction not present

So Russia has more than 4 times the murder rate of the US. If one takes another look at the Interpol data, you will note that the murder rates (offenses per capita) for Lithuania, Estonia, Latvia, Belarus, Ukraine, Moldova, and Poland are higher than or very close to that of the USA, despite the fact that these countries are almost totally white. These are all ex-communist countries.

For example, consider:

Ukraine 2002, 48 million people, 4300 murders

which is again higher than that of the US.

It is instructive to compare the Russian per-capita murder rate to that of American blacks. The FBI says that of the 10968 murders for which the assailant's race was known, 50.33% were committed by blacks. Under the assumption that the remaining 4520 murders are distributed in the same way, this gives a total of 7795 murders. The American black population in 2001 was 36.4 million people. Thus if we consider them a nation in their own right,

Black Americans 2001, 36.4 million people, 7795 murders, 214 murders-per-million
Russian 2001, 144 million people, 33500 murders, 232 murders-per-million

Thus we note that Russians are committing murders at a higher per-capita rate than Black Americans . Clearly environment and culture matter a great deal. Note also that the crime rate of black Americans was much lower before the welfare-abetted destruction of the two-parent family. As I said before, though, these are not the usual environmental factors cited:
