All the greats Eminem,LL Cool J,Rakim & Eric.B,Nas,Jay-Z,Tupac,Biggie have a lot of sales and this is a big parameter to be in the Top-10 ever.

To be the greatest you must have it all.Impact,Sales,Skills,Classic albums,Popularity.

Pac was great because he was rebel but this doesn't make him the complete package like Eminem.
And as about the albums...Em's MMLP and Biggie's Life After Death are better than any Tupac's album.
