Of course it is... this is business. Plus it's about having multi platinum singles as well. An artist as big as Eminem needs songs like LTWYL up there with the best selling singles in the digital era & even though The Monster most likely won't sell that much or even won't get close to that, it's still necessary to have it on the album. At the end of the day they rap for a way of living not just for the sakes of rapping.
Rap God is a masterpiece but it can't do what they want sales wise... even though it served its purpose in great manner.
He needs pop songs to stay relevant, just like all Musicians. Eminem has at least tried this time to give real hip hop fans material eg. Rap God.

Pretty much the same thing if you ask me... Em usually writes a certain batch of songs that mark a period of time & suppose to be for one album. They get to a certain amount of songs & when they think they have enough songs for an album start picking & cutting which shapes an album.
