Interscope is one of the biggest record labels, I believe the album will release worldwide on that date.
I don't think so, they want to cope with the charts which are different in each country, that's why it's getting released on 18 May in the UK and I heard it's getting released on 25 May. Which is possible because the U2 album got released 4 days before the US release date too?
The Netherlands might be a bit slow to get things mostly we get albums 4 days earlier
