It doesn't really make sense for the so called 'encore' to his 'show' to have as many songs as the show itself.
So, with that in mind, I thought maybe alittle while after The Eminem Show came out and after he finished the tours, got hooked on prescription drugs and had nothing else to talk about, he had no intention to make another album. Think about it, I think he was just gonna sit back and watch his label the rest of his career. He was too lazy and drugged out to keep making music.
Now, somwhere along this time he got the idea to record a career ending 10 track EP, Encore, made out of some left overs from TES and some new material.

Look closely, you have your Kim song, your anti-establishment song, a song about his daughters, a feature with D12. Pretty much every aspect Eminem would need to touch on or have to end his career. I think once he announced this so suddenly, he was pressured heavily into making a full album instead without fully announcing a retirement. He would then make several filler songs (Rain Man, Big Weenie, Ass Like That) as well as others he hadn't originally intended to have on it (Spend Some Time, Evil Deeds, Like Toy Soldiers, Just Lose It as the catchy single), thus giving us what we got.
