What is this misconception that people have of Like Toy Soldiers?
The song is about Eminem addressing beef. It's not like he's surrendering and being a bitch on it. He's discussing how beef can escalate in hip-hop and his fear of the consequences. He isn't taking back anything he said.
It makes perfect sense at the end of the album because it's some what of a plot twist. The theme of Encore is for it to be a show, he's showing us everything he went through and the beefs he was involved in (the other Ja Rule disses on the album are Monkey See, Monkey Do and Bully, 2 diss records that are handled in a much more mature manner, which matches well with the mature approach he had on Like Toy Soldiers.
Like I said, that's the tracklisting I listen to, feel free to make your own

That's not a straight up diss song, though.
