When is itunes pre-order up

Okay im kinda confused wondering if anyone knows anything about iTunes is pre-order up tonight at 12pm est or monday 12pm est. I dont know itunes but are pre-orders usually mon or teus?

You can pre order at stores noe. Weird you can't through iTunes yet.
