I think it was because Jay contacted Eminem to use that specific song and Eminem was star struck that it was Jay-Z and just let him have it and I'm pretty sure if Eminem and Royce were cool back then, he probably had asked him before he gave it to Jay-Z.

I think the song was never released so he figured, I killed this shit so I'm going to use it take down Jay.
