Bully is about both Benzino and Ja Rule. The first verse is definiutely about Benzino though. But obviously the second and third verse are more about irv and ja.

I wouldnt really declare this beef a victory for Em. Ja did diss him hard and 50 is who killed Ja not Em. He was on the winning side, but that doesnt mean he beat Ja himself. To be fair Em didnt have to go so hard cuz 50 tore Ja to pieces and they stopped beefing. Ja didnt win it either. Id say it more just ended without one guy clearly beating the other.
