That's not correct. Singles can be nominated as long as they were released before the cut off point. U2 won Record of the Year and Song of the Year for Beautiful Day in 2001 but their album All The Things You Left Behind missed the submission deadline so it wasn't nominated. It was nominated the next year for Album of the Year and they won Record of the Year again for another song off the same album.
They are the only artist to ever do that - win ROTY two years in a row for songs from the same album. I'll be very surprised, considering how much the Grammy's love nominating Em if any of his singles that were released before the deadline aren't nominated in the Rap categories.
