It's like telling a joke and having to explain why it's funny... except this time he's explaining why it's funny before he even tells the joke.

This, I hardly even notice it too. If you're not LOOKING for something wrong, not a lot of the songs will bother you. If you're constantly listening with the mind state (this won't be better than his first three) then you will never be satisfied.

The joke is:

Yet he feels the need to explain it in the previous line:

"If you don't suck my dick you'll get decapitated"

He's just explaining the joke in different terms.

how could that be connected without the first part?

the whole wordplay here is that decapitation is to cut someones HEAD off, while sucking dick is also referred to as giving HEAD. the first line is absolutely necessary to make the second line fulfilling, or else it's just nonsensical banter.

When I heard the punchline, I was busy doing some other things, and it's the second part that caught my attention. I thought it was kinda cool, then I rewind I hear the unnecessary setup.

"If you don't give me head, then I'mma have to take it."

Like what else could Eminem/Slim Shady mean by that? It's so obvious!
