Firstly: It's actually a bit of a reach to even claim the last syllable of "ruckus" and "congress" rhyme, in ANY accent. On the other hand, problem starts with a short "o" sound in most accents and so does "Congress."
Secondly: what do you mean when you say that "usually the last syllables are the ones to rhyme"? The last syllables of what? A multi? By definition, EVERY non-stressed syllable in a multi rhymes, you fucking dipshit. The last syllable isn't the ONLY syllable that is meant to rhyme.
If you mean the "last syllable" of a WORD or PHRASE is usually the one to rhyme (and not the others), you may as well be a fan of novice rappers like Canibus, who rhymes "helium" with "platinum" and other similar examples where only the last syllable rhymes, because he's a moron.
