It's purely a reference to the bagpipes on the track.

It's an excuse to rhyme / something to hang a hook on.

Whenever he does a track, or any rapper does a track where they basically just wanna spit freestyle rhymes for three verses they need to find an excuse for the song to exist.

Some angle of a chorus, something to hang it all on which is essentially meaningless, but is just an excuse to rhyme and flex skills. Much like "Here We Go / Untitled".

One of the best songs on Relapse too. Awesomeness.
