I think because he doesn't have as many albums right now so it's not as spread...
Also, because he went BLAM BLAM BLAM - classic, classic, classic, or at least in most people's eyes - classic, classic, awesome, either way his first three are considered great hip-hop.
Then Encore was like one of the hugest drop-offs ever and he's made some of the most inane and silly music ever also; he's as extremely bad as he is extremely good, he's just an extremist...
So, I think it's partly because there was more of an expectation of consistence... where as if he went CLASSIC, decent, okay, decent, okay, CLASSIC etc. like they did... it would 'appear' more consistent due to the hit and miss nature and classics over a long-span of time...
But he set-up the expectation for classic out the gate, again and again and kinda burned himself out; so anything less then just seems like a disappointment...
But in reality, he only has one bad album.
He has two universally acclaimed and one mostly agreed classic / three superb albums, one bad/mixed album, and then two decent albums. So how is that a 'shitty catalogue', his hit rate of decent-classic is better than Nas or Jay's. And overall he's much more consistent and excellent...
Like... look at the pure fucking average shit which litters both their catalogues, just generic ass fucking songs on even some of their better albums... where as Em, even this late in to his career his making out of this world hip-hop like "Stay Wide Awake" and "Almost Famous" that continues to push rhyme and flow to the limit... neither of them are doing that, at all.
They've both been around a lot longer and there's lower expectations of them IMO. Nobody is seriously expecting Nas or Jay to change the game at this point, where as even now people think Em could do it, regardless of how many "Fack"'s he makes, as you just never know, because he always pushes himself and surprises you. Where as Nas and Jay sound the same every release.
Also, I don't think anybody seriously omits Em from a goat discussion when you're talking rap terms; if they do then they're a bitter fucktard or just wanting to feel cool for not liking him as everybody hates loving what lots love, they want to feel different, and Nas and Jay have nowhere near the same level of international acclaim or respect artistically, so it feels more cool to accept them perhaps. But on some real shit, Em's first three > their fucking discogs combined.
He spits with more passion and inventive ideas on one verse on any of those albums than either Nas or Jay do throughout most of their careers... like seriously, go find a Nas or Jay verse which holds a fucking candle to like "Criminal" or "Till I Collapse" verses lmao; they're not even CLOSE.
Ilmatic and Resonable Doubt are great albums, but they're not MMLP's.
Em's creativity and contributions to hip-hop are miles ahead of theirs.
