Eh, I may have gotten lost in the meaning of "useless rambling", you're pretty much right. I just wrote it up in 5 minutes, didn't really think of it much. But don't take that one mistake and ignore all my other points.
With the amount of material he has released over his entire career, it just isn't possible (or necessary) that every song he releases has some kind of compelling concept. You're going to be disappointed if you expect MMLP2 to not have any songs of him rapping for the fuck of it.

Encore seemingly had no real problems with rambling besides in Never Enough, instead replacing that problem with another problem, which was irritatingly bad immature lyrics. Eminem post-comeback also had a lot of problems with rambling, with shining examples being Old Time's Sake, We Made You, Medicine Ball, Won't Back Down, On Fire, Taking My Ball, Underground, and Elevator. The reason for this being that he gives himself no real concept to rap about, Medicine Ball comes close to having a concept, but it still comes across as an excuse to rap about whatever comes to his head. Elevator is insulting, with the chorus having nothing to do with the entire song. Eminem isn't as good at rapping just to rap, because when that happens, it causes random useless ramblings like "Fuck around and throw a baby AT ANOTHER BABY" and "I believe I can fly, while I pee on a girl, you won't catch me C.S.I!". 2011 Eminem solved this problem, by essentially rapping about the same things whenever given no direction to go in, besides in maybe the BET Cypher.
