1. What did he mean when he said, and why did he say
You're stuck in a timewarp from 2004 though

2. If RG is #9 on the album, and in the song, he said, ''Let's see if I get away with it now'' does that mean possibly that the earlier songs on the album are not hardcore, and only warming us up to this one?

So you're saying it has no barring on the earlier songs of the album? I'm sayin on Rap God, it feels like he had to build up to get to that point of the song, the hardcore part.

What does RG being #9, say about the album? It would be a statement if it were # 1.

No, he says 'let's see if I get away with it... now I ain't as big as I was' - implying he can cockily say more now without ANY censorship due to not being as famous. It's just letting you know he's aware of his own scope, just being self-aware - and pointing out the hypocrisy / selectiveness of censorship too btw. - pretty good line and really good signs of slight political commentary creeping back in.

Thanks for clearing that up. I was thinking he brought himself back with the portal, and yes the 2004 means they're stuck in 2004, when he came out with Encore.

As for the 2nd question, I'm just wondering what the rest of the album is, since we know Survival is #5, Berzerk is #8, and Rap God is #9.

Em's albums don't really build up though?

MMLP opened with "Kill You",

Eminem does the opposite of build up. He just makes you wait then smashes you in the face with a sledge hammer when you least expect it - and right at the beginning is when people least expect it. Em's albums don't really have consistent build up, his content is all over the place; the only thing he does a lot is start and close with big bangs.
