He isn't saying that pac or biggie are 1 or 2 .. he's just saying top4 so that there is no fifth spot that could take one of his spots. The list is in no order.

I always interpreted it as him saying he was #1 and #2 and Biggie and Pac took up the third and fourth spots, especially in the context of him calling himself the Rap God and whatnot. But, I guess the other way makes more sense. I think Em is better than Biggie and Pac, though.

Y'all are wrong. He says Em and his evil twin (slim shady) are number one and two. Then Pac and biggie get the 3rd and 4th spot.

He first says that Pac and biggie are in his top 4, then he tells us he got an evil twin. After that, he asks the listener of the song: who do you think the 3rd and 4th spot for? Get it now? The third and fourth spot are for Pac and Biggie. This line is simply a way of telling he's the greatest of all time. He tells this multiple times in the same album.

Especially considering the chorus IS sung by Royce and that is where the evil twin comes from. It makes more sense to me that way and him and Slim Shady sounds less cocky.
