Xzibit is huggeely underrated.
I would have said Royce Da 5'9 in the past but... well, his performance on the BME EP was good and often great, but his lines are very often lame now, rarely any do them resonate and sometimes make no sense or are huge reaches at trying to be Em-esque / randomly funny and oddball.
I haven't heard Royce impress me in a while; also, everybody in recent times has gone on about him being a much better rapper than he used to be, but I don't think so. Vintage Royce, as in, the Royce on the classic BME records I think was way better. He could hang line for line with Em and was consistently impressive and original, with almost all his lines hitting the mark.
Pharoahe Monch is underrated too. I never hear him mentioned much at all. His debut >>>
I also think Kanye is underrated as a rapper in the same way Em is as a producer.
People know either or as primarily X so dismiss their attempts to be something else, but Kanye comes out with fantastic lines and can also be a decent rhymer, with consistently animated delivery... Kanye is a personality on the mic. Which is more than you can say for a lot of straight-for-straight syllable freaks.
