Whites in my book are either Canadian or American born and have white skin and have no other decent in them. (Italians, Greeks, Russians etc are not white to me)

2Pac has millions of fans in the UK, I listened to 2Pac as a kid and knew plenty who did too. So I can't imagine America was much different, quite evidently from his sales there.
