In Jay-Z's book Decoded, Jay said that one quality of a great rapper is being able to trick the audience, kind of to play a part but really be doing something else entirely. His example was 99 Problems. He said that he put the "but a bitch ain't one" part in because he knew that with that hook people would say "there goes Hov talking about the bitches again" when the song isn't really about females. But also all of the song's commercial appeal was in that line and it became one of his biggest hits.
I think Swimming Pools is a similar situation, the hook sounds like a typical party/drinking song, but the verses are actually anti-alcohol. By doing the chorus the way he did, he has people everywhere drinking and partying to the song, probably not even noticing the message. And by fooling the mainstream, he made a hit with a message.
it's a clever song and it's probably the reason why it became his biggest hit, most people who listen to that song could care less about the message or lyrics in the song. that song can be used as amessage or as a club party single
