I want to take this opportunity to blame Canada. I'm not sure if it's still the case, but I know that a Canadian soccer mom bought Death Row back in 2009. Whether or not she can license out Tupac vocals without the consent of Afeni Shakur is irrelevant, because she's a fucking Canadian.
Doesn't have to make sense, just accept it.
