Actually it's "I'm low down and I'm shifty" and IMO i think it means like, he's saying that he's a shady type, like low down means he's like the "i stab u in the back" type and the shifty pard means shady, underhanded type. Hope that helps!!

i actually think it means, he's low as in depressed/desperate, and shifty as in, he'd stab you in the back. so it's saying, "i'm fucking desperate to succeed, and i'll do anything i can at all to succeed"

i agree with lil_bayly ... kinda similar to the saying "low down and dirty" but instead of dirty he says shifty
like he's shady and unpredictable
