I would also agree with Maybe's philosophy.
As for my favourites (because that's what it is, not who's "the best"), i have a few:
SaJJad, because his delivery and flow and somewhat simple lyrics remind me of more professional rappers, and obviously he sounds great. I mean you saw it on the URD Prequel, every song he was on he destroyed everyone.
Bar (when he puts tracks out) because he represents the UK and he's very unique, being one of the only Scottish rappers i've ever heard of. He doesn't sound as pro as the others i mention, but i think he captures the rawness of the UK rap well without resorting to brap brap shit.
And Vettori and his boys too
And Big Ax-D when he does serious songs
