Yeah true, but if Fergie wanted to sign someone, the money WOULD be made available to him, somehow.
Balotelli has the potential to be world class in 2 or 3 years. I know his attitude stinks, but you can't blame him. Fans around Italy and his OWN fans treating him like shite. Racially abusing him.

it seems he would prefer United over city and were interested but there is a price tag and Fergie is either afraid to spend big money or isnt allowed spend it.
