Because his first 2 editions of Tha Carter series were close to classic (i've personally always called the second a classic). He fell off but still got success in the third, then let the syrup take over and came with autotune/rock trash. But now he's back with the fourth installment, and the first single is back to his best (some may find the beat annoying, but the sample is genius, and his lyrics show why he's so well regarded for what he does)
The '2 great albums, a crap one with success, utter shite amidst problems, then a comeback' is very similar to Em.
Don't get me wrong, i think Em is better, but Wayne deserves respect for a lot of his discography.
This isn't to argue or 'prove people wrong', you just asked, and i thought you'd want to know why i honestly think he gets fans
