i was looking around ebay and found this.

This is a real mint one dollar bill with the picture of Obie Trice placed over George Washington's face. "Obie Trice" is written on the name plate. This is legal and negotiable tender, and this process has been permitted by the Treasury Department since 1967! Each bill comes in a clear plastic currency holder!

go to the link in the first post it proves it.
and the dollars dont have to be from when the picture is taken. in my pocket now i have bills from 2003 so you can take a new picture from today and put it on the bill and it dosnt mean it was taken in 2003.
