might be a way of saying he had become his mother? He sort of said the same thing in My Mom, in kind of a roundabout way, and also in interviews, but this is the first time I've really paid attention to this particular line.

I'd say no, its most likely a reference to the cross dressing in Silence of The Lambs, theres tons of SOTL references throughout Relapse.

Nah, as on Relapse and Refill he mentions putting on panties and make-up (as he did in the past with psychopathic content) numerous times.

It's because he watches a lot of serial-killer documentaries and numerous infamous killers in the past have had cross-dressing sexual tendencies.

So I think he's simply throwing it in there as a random emulation of that mentality.

I'm not so sure with the people that are saying he's just referencing old horror movies.

If that's the case, then couldn't he just say "I put on some makeup, get naked"

Why does it have to be his mothers makeup? What about Tonya's makeup?

But I'm pretty sure the references are half of it, too. Maybe just a double entendre?
