For most controversial and provocative..
I'd say Ice Cube's first album tied with Dre's album and The Slim Shady LP.
Of course some of Big's and Pac's stuff too..

Most groundbreaking would be some of Nas's and Wu-Tang's stuff.

It's really hard to really pick a top album..Most of the stuff from the 90s was brilliant.

For all of the 90's, kinda of impossible. You got The Chronic, Doggystyle, Slim Shady LP, a few 2pac albums, ( All Eyez On Me to be specific with one) DMX, etc. I don't know. This is a really hard one and no matter what, somebody would be left out.
