I think Hip Hop had an all time low from 2006-08...any gems in that time

No he's right. The most prominant rap releases in mainstream rap during that time were dumbed down and simply bad rap albums. The ones you mentioned were good but they didn't make the most noise. Just like this year, The Carter IV selling 1 mil first week, but the main attentions is towards dudes like Kendrick Lamar, J. Cole, Big KRIT and even B.O. B.
