Tyga? No. At least he can go with a rhytm. (Young Money - Roger That)
Chingy? Listen to DJ Quik ft. Chingy - Get Down (great song)
Rick Ross? He sounds like a reatrded gorilla, but his lyrics aren´t THAT bad and he actually has a flow.
Lil Wayne? Fuck, he did some good songs. (A Milli, Mr. Carter, 6 foot 7 foot, La la la..)
Wiz Khalifa? Come ooon, listen to his older stuff.
Paul Wall? He went really hard on Funkmaster Flex´s Just a Touch.
Chris Brown? Have you heard his cypher, or his Paris Remix?
Nicki Minaj? U Mad? (Mons
50 Cent? Stat Quo? Nelly? Missy Elliot? Young Buck? Those are (at least) VERY decent, and ANY rap fan can´t say they are garbage.

I am not telling you that those are the best rappers in the world, but there are MANY, MANY rappers, who are much worse than those who you listed.

Tyga is by FAR the worst rapper I have ever heard, for me it doesn't get any worse than that. Everyone is better than him, literally everyone. Even Bieber, and audio stage rappers with bad quality.
