Not sure what that means, but if I had to guess I would say they are hating. Probably using that to say biggie and tupac were the rightful heirs to rap's throne and jay z basically got kinda lucky to inherit it after their deaths.
And yeah a solid argument can be made to support that.

I actually remember where I heard this now, Stillmatic (GOAT) was saying something about it. I'm going to look into it now, feel free to lock
