This was fucking hard, and my list changes all the time except for Eminem being number one. So, I just put multiple artists in the slots they would be when my list changes around. Notice that Kendrick Lamar and Yelawolf are in second place not because of amazing discographies (they haven't been built up like some of the legends in the game yet), but they are there because I feel they have the skill and opportunity to settle into a legend position (Kendrick Lamar has a bigger chance than Yelawolf at this point). Also, realize that I believe that rap gets better as time progresses (this doesn't apply to the mainstream, obviously), and that I personal believe these two artists will be or are better than the people listed below them.
Honorable Mentions: Redman, Method Man, Rakim, Ice Cube, Kanye West, J Cole, Dr. Dre (even though his doesn't write his own raps, the raps are almost always dope), Mobb Deep (who cares if they are a group, they tight), Royce da 5'9", and Masta Ace.
Edit: I also think that Jon Connor could one day possibly get on this list if he keeps up the fire he is spitting. Also, no matter how much I love Hopsin, I don't believe he deserves to be mentioned with the greats because he isn't that original and hasn't done anything pivotal in the game. I know you'll say, "Well either has Joe Budden, Crooked I, Yelawolf, Tech N9ne, or Vakill!" Your right, but these five artists bring a lot of skill and/or artistic ability to the table, and Tech N9ne has done something for the game. He is the rap king of independent lables, he is the first to truly build an empire from the ground up, and it's still growing. "Well, why aren't you including Tyler the Creator then." He isn't really independent because his label has a parent company, Sony. Also, he is rip off of Eminem, and he only brings shock value to the table with considerably less skill than the MC's I listed above.
If this were to be a current, top-twenty favorite rappers list, mine would be:

7.) Ab-Soul
8.) Dr. Dre
