He might be drunk...

But that's not someone that's stoned. To be honest, the man looks like he's on some stimulants. It's a common mistake to assume he'd be alert if he was geeking out. Truth be told, his movements, the inner tension, the way he's pushing his words out? Reminds me of someone that's been up for a few days or more.
