Yeah, I remember that, It was the promotion for Relapse. Eminem , well I guess Paul, posted that on his twitter if I'm not wrong. As people said it was Popsomp Hills center. And they even made a website for the center:

I've seen this before, it's not Brighton, but the fictional Popsomp Hills rehab center he created & made a web site for, for the promotion of Relapse. Paul posted the picture from his Twitter around that time I believe. But this looks like Em escaping from rehab, & about to go kill somebody, Ted Bundy style.
