Can someone tell me how to convert bitrates????

i got this from Fordie, and the quality of the music is terrible, and i know that theres better qualitys out there, but if i can just convert it to make these sound better, id rather do that cause i use a modem to download and it takes like 2 hours for a 14 track album.

ill download a program if i must, as long as it works, lol

U cant make quality better, like that... encreasing the bit rate wont change nothing. You can only make quality less wen converting.
