He always does this... I think in this instance he's probably referring to Detox...

But, it could also be for one of these reasons:

1. He knew the album would be released in 2009 but that the songs / album probably wouldn't be ingrained until 2010s, it's like he's speaking to he listener's year when the song is cemented.

2. He was perhaps planning to release the album, in 2010.

I think however that he's referring to Detox.

to OP, because people would be listening to it in 2010 which is the year after relapse came out, just makes it seem more recent, helps the song feel less dated after it had first came out
