There is this debate for basically every single artist in the world, this isn't something new tbh.
Like bigray said, he is basically praised for his story telling/creativity/lyrical abilities but if he came out in the 90's, I think he would be praised just like he is praised right now and he would sell more copies and even if I'm wrong you have to keep in mind that most of the artists that had success came out at the perfect time in the history of hip hop.
What if 2001 dropped after MBDTF ? would Dr Dre be praised for his production ?
"if he came in the 90's" is really a poor argument, for better or maybe for worse, hip hop isn't the same culture as it was 15 or 20 years ago.
Why is Kendrick Lamar dope ? probably because you heard him rap brilliantly and with a very unique style many times.
The album executed a brilliant concept maintaining fluidity and flow throughout (despite using many different producers - an impressive accomplishment). The lyrics were strong. There was creativity and personality sprinkled into the theme. Maybe not everyone's taste, but that doesn't take away from its quality.
That man should stop talking about his fan base because his hype has nothing to do with prettentious stans.
Kendrick and his album already inspired and influenced a lot of artists...
For example, Jay-Z was inspired to get in the studio after seeing what Kendrick was doing "for the culture" (Interview released this morning)
YG wants to release a "bad kid in a maad city" and even artists from the new generation want to release the next GKMC (Pusha -T wants to release something as great, and many others artists think that kendrick killed the game with this album)
Why doesn't he use complex rhymes ? probably because he doesn't want to compromise his text but someone saying that he raps with a basic flow obviously didn't listen to him lol because he usually raps with an impressive & unique flow.
Kendrick made me stop listening to artists rapping non sense with complex rhymes because basically everyone can do that.

Section 80 had everything to do with Compton & Internet but it's not the case for Good Kid Maad City.
He is still doing solid sales numbers every week, he is still selling between 15-20 K every week 5/6 months after the official release of the album and his concerts are all sold out.
Plus, he is headlining some of the biggest festivals in Europe.
He had the craziest increase of popularity for an artist in 2012 because of his album, internet helped him just like it helps every single artist but that doesn't mean that people who don't go on the web don't care about him because he is the battery of the hip-hop machine in LA since his album came out.
His first single was a hit, it stayed at the top of the charts for several months, it was literally played everywhere, even in the clubs.
You have to keep in mind that everybody wanted to sign him, Dr Dre didn't sign him because of his hype.

He had a buzz yes, but there is a reason why he had that buzz
