Yes but to gain weight you need a caloric surplus, to gain muscle you have to gain weight.
All the complex parts i left out, you need fat and carbs too though, just saying high protein is wrong too.

There is no way around it gaining pure lean music = lots of Protein
You can gain pure lean muscle without increasing ur calories, carbs and fat it just takes longer.
Putting on weight = as you said increase your calorie intake, fat and of course protein.
I was only touching on the part you said ". Working out turns the extra weight into muscle"
