Spaghetti: While not a "jab" at fans, I highly doubt that Em would use such a terrible line after completely doing away with the shitty fucking punchlines in his last two guest verses (Numb, HCTW) so it is very possible that it was just a joke.

Butt Police: Yeah, it WAS Old-style Shady-esque humour. The reason why it was so fucking awkward is because its a 40 year old man saying it. Numb is what would happen if Em actually did what so many fans wanted and went back to 1999 style rapping.
