WIcked ways was supposed to be the last song on the mmlp2 and they couldnt get licenses or clearance on some sample or something in time.. bc why would he make the ken skit and not put it on the alubm?

If it's on the deluxe edition they're still selling it so yes they got the clearance. It's not a free song.

They had the Ken skit made and could have put it at the end of whatever they wanted to, since there's a deluxe edition they put it at the end of that.
I'm just sayin it's not like it could ONLY go at the end of Wicked Ways, they could have put it with Evil Twin easily for example.

It IS at the end of Evil Twin, on the standard edition.
