With half of the album containing songs with literally NO subject matter, serious content, etc. there's no way you can make much of a valid argument of it being better than Recovery.

However this is just human opinion and as a die hard Eminem fan, I even can enjoy Encore, a lot more than most. I will say this, Encore felt more like an Eminem album than Recovery.
