Hmm I feel that in his first 3 albums he was developing very quickly. The Slim Shady LP was his thoughts and emotions wrapped up in a cartoon coating, his rapping skills might've been fully developed by 1999 but I wouldn't say his style was developed fully. I feel that the MMLP is actually more mature than SSLP though cause he was dropping he the nasally style while still sugar coating most of his songs with the Slim shady persona - therefor still sounding like an angry adolescent at points (not in a bad way obv.). TES is the first time I felt we were seeing the real Marshall Mathers in songs like "Say Goodbye Hollywood, Sing for the Moment & Halie's song" where he was reflecting upon his fame in a mature and adult way without sounding like he's trying to piss the haters off even further. Just my opinion but I feel TES is when most people really started to think of him as a "good guy" in rap instead of a controvesial troublemaker.

MMLP2 is the most mature in my opinion, but TES is up there too...Recovery was a fail attempt in being mature, you can clearly see Em was still feeling insecure

Acknowledging the hypocrisy of his bullying and women-bashing?

The self-awareness and vulnerability he displays on the album is so honest and refreshing.

Actually Eminem has mature music. For instance, Beautiful, Careful What You Wish For, even Mockingbird. He is capable of making mature music. But for some reason he just refuses to be totally mature in a whole album. Eminem Show is very close though.
