It's not like he was saying Wayne or Kanye were dope, just that he was mad they were popular and he wasn't.

Sorry, I didn't mean the exact quote, but the part that follows it:

I guess he could be trying to express his insecurities developed and the thoughts he held at the time (Are you stupid? You gon' start dissin people for no reason?
Especially when you can't even write a decent punchline even) but the way it was worded makes it sound like he holds these thoughts, present tense.

I honestly despise the majority of Wayne's music that he puts out today. But I admit that I love the Carter 3 and a lot of his old mixtape material

No I don't agree, and I think Eminem is convincing himself because he's brainwashing himself to never indulge in negative thinking, probably from How to Win Friends and Influence people - which a picture exists of him reading, and is the likely reason why he says everybody is dope, whenever asked.

He even says ''using words that you know'' which is a nice way of saying Wayne has a shit vocab and uses simple rhyme schemes and words. It's like flipping a dig in to a positive.

I think he just doesn't want to feel out of touch or look like a bitter old rapper, so tries to embrace it all.

But no I don't agree. Wayne is an abysmal lyricist and rapper.

He probably associates diss tracks with the Benzino/Ja Rule period, when he was a pill addict and extremely depressed. So instead, he plays it safe and calls everybody "dope" to avoid going back to that mental space.

His inner asshole is still there...he just releases his anger on imaginary whores/"wack emcees" in songs.

Jay, Kanye and Drake are not the biggest hacks. Jay and Kanye have both released at least two 10/10 albums. Drake is not bad either for what he does.
