Em in his prime didn't sound like he was trying to write multies... just sounded like rhymes happened to be occurring - the content, subject-matter, wit and everything else was at its most interesting and thought-provoking and the multies just complemented and added to the effect, they never drove it.
But they undoubtebly make rap and verses much much more pleasing to the ear.
So I don't think it's either/or and you are either a multi freak who sacrifices content or you are a more relaxed rhymer with good content but not many multies... I think a true master of the art should be able to write complex and interesting material where the multies are a bonus upshot yet very much a focus of the work.

I didn't notice many multis in Tupac's music.
Then again, I haven't really listened to all his music. I really only noticed heavy use of multis in Dear Mama, and a few post-humous releases like Changes.
On the subject of Dear Mama...that really is a great song.

C'mon... I was bumpin some Pac yesterday and I realized that he could actually write MULTISDon't know why I've never cought this, but yeah... he had some nice multies. Especially in his first years of his carreer. I'd say he had multies in pretty much every song in 1990-1993. But his content was the most important, multies were just a bonus, like EmBase said. "Brenda's Got A Baby" for example... such a perfect, classic rap song.
And his multies in 1992 (listen to third verse):
