He surprisingly said the same thing about Tyga, Justin Bieber, Kanye West, Iggy Azalea, Nicky Minaj and Drake at different times, according to Facebook comments which are definitely trust worthy.

It's from a performance he did in a french show. He did Stan and Forever. I guess it must have been either 2010 (most likely) or 2011.
After that he got interviewed and that's where the picture comes from. Of course the pic's captions were made up by some fans.
